(A speech delivered by CHED DIRECTOR REGION-XII DR. DR. ELOISA W. PADERANGA on the occasion of the 3rd Regional Convention of PSITE and PSITS 12 at NDMU Gymnasium, Koronadal City on September 23, 2011.)
Good morning!
Recently, CHED Memorandum Order series 2010 mandates the moratorium on the opening of new programs in the following undergraduate and graduate programs, to wit; Hotel and Restaurant Management, Business Administration, Teacher Education, Nursing and Information Technology. To be particular, in IT Education, on moratorium are the following; Bachelor of Science in Information Technology (BSIT), Master of Science in Information Technology (MSIT), Master in Information Technology (MIT) and Doctor of Information Technology (DIT). The declaration of moratorium is based on the following reasons: 1) the deterioration of the quality of graduates due to proliferation of higher education institutions offering the program and 2) the problem of job mismatch experienced by the graduates.
The Theme of this 3rd Regional Convention PSITE XII and PSITS XII is “Making IT in Region XII Remarkable and competent through Excellent Education.” The theme perfectly hits the basic mandate of the Commission on Higher Education for quality education. This mandate is consistently expressed in CHED Memorandum Order 53 series 2006, CHED Memorandum Order 32 series 2010 on moratorium of new programs and all related CMOs. Those are actually your BIBLE to guide you in your quest for making IT in Region XII remarkable and competent.
Last July 15, 2011, there was a workshop on the IT survey Instrument with the Technical Panel for IT Education. By October and throughout of November this year, HEIs with IT programs will be evaluated using the said instrument. I hope you already submitted an electronic copy of the filled up instrument to the central office. The said evaluation is another effort of the Commission for upgrading the equality of IT education throughout the country.
I would like to focus on the two key words (adjectives) in the theme: Remarkable and competent. I have only few simple questions. How well have you complied with the requirements of the CHED Memorandum Orders on IT Education? Are your administrators and faculty qualified? What kind of exposure or practicum do your students undergo? Does this exposure or practicum fit specific curricular requirements? Have you done periodic inventory of your books and laboratories? Are your books current? Are your computer upgraded? Are your co-curricular activities, conventions, conferences producing outputs that respond to program requirements, to development issues and to global challenges?
These are few, simple but basic and practical questions you need to look into along with all your efforts for IT Education. If your answers perfectly hit these questions, then your efforts are heading to the direction of remarkability and competence of IT Education in Region XII. Then, we will be assured of competent graduates who can just go on mobile along with global necessities and challenges.
By the way today, I congratulate the PSITE officials and all of you here for making this event consistently well-planned and well-participated. The organizing and attendance of participants are REMARKABLE. We are all remarkable here!
Information Technology (IT) are two simple words which the world cannot do away with. It becomes the heart of all mechanisms in communication, in business, in education, in politics and in almost all aspects of human life. It has positive and negative effects to our lives. It has a lot of outputs that we used to speed up our ways of doing things.
In Region XII, may I challenge all of you to connect virtually and actually to one another by truly by truly implementing all the Commission’s guidelines and policies of IT Education so that all graduates of IT here can just be as productive as those of other countries. Then, that is the time that we can say, Region XII has the best IT administrators, faculty, facilities and development programs.
